Abstract

This paper offers a preliminary analysis of cybersecurity readiness in cooperative banks within the Satara, Sangli, and Kolhapur districts.  The cooperative banking sector, particularly in semi-urban and rural India, encounters distinct cybersecurity challenges attributable to constrained resources and antiquated technology.  In this pilot study, a structured survey was given to 50 people (bank employees and customers) to find out what they know and what they do now.  We got extra information on 88 cooperative banks to look at their digital infrastructure, IT staffing, and past incidents.  The main results show that only about half of these banks have fully implemented digital banking services, and many of them don't have dedicated IT security staff.  It's interesting that none of the banks have reported a major cyber incident so far. This could mean that they aren't detecting threats well enough or that they are just starting to see them.  It seems that employees aren't getting enough training in cybersecurity, and customers don't know much about cyber hygiene (which is in line with national surveys that show about 74% of bank customers don't know much about cyber hygiene).  These pilot results show important holes in readiness and help improve the research design.  The unique contribution of this pilot study is that it found out how ready the banking sector in India was for cyberattacks, which had not been studied much before. This led to the larger study focusing on improving digital security measures, staff training, and customer education in cooperative banks.
